The Eswatini Water and Agricultural Development Enterprise (EWADE) has officially invited eligible and suitably qualified consultancy firms to bid for the environmental and social compliance audit of its flagship national development initiative, the Mkhondvo-Ngwavuma Water Augmentation Program (MNWAP).
The call for proposals, issued under Tender No. EWADE/0785, marks another milestone in the Kingdom’s multi-billion Emalangeni water and agricultural infrastructure rollout, which is poised to transform rural livelihoods, food security, and commercial irrigation across the Shiselweni and Lubombo regions.
According to the tender notice, the procurement process is strictly governed by national statutory frameworks, specifically the Procurement Regulations of 2020 and the governing policies laid down under the Eswatini Public Procurement Act of 2011, establishing the Eswatini Public Procurement Regulatory Agency (ESPPRA).

All submissions must be addressed directly to the Chairman of the Tender Committee and hand-delivered to the EWADE Headquarters Building in Siphofaneni (MR8). Public bid openings will take place on the same day in the EWADE Siphofaneni Conference Room at 10:10 AM in the presence of bidders’ representatives wishing to attend.
In keeping with national anti-corruption and fair competition guidelines, EWADE issued a stern warning against interference:
“Any actions or tendencies that will be interpreted as an attempt to interfere with or influence the tendering process will result in immediate disqualification of the Tenderer.”
The state enterprise noted that submitted tenders shall remain valid for 90 days following the closing date, adding the standard procurement caveat that EWADE does not bind itself to accept the lowest or any tender submitted.
